Manager, Pollution Monitoring and Assessment, Jamaica

Reporting to the Senior Manager, the Manager is responsible for managing the functions of the Branch; developing and implementing programmes for assessing the state of the environment and ensuring the monitoring of facilities for compliance with environmental regulations.

TASK LISTS
Management/Administrative
1 Prepares the Branch’s corporate and operational plans and budget.
2 Ensures that objectives of the branch are clearly defined and communicated to its employees.
3 Keeps abreast of trends and developments in environmental management and recommends their adoption/application where appropriate to increase the effectiveness and productivity of the branch.
4 Ensures that staff is kept abreast of changes in policies and procedures and other matters of the Unit /Division/ Agency and that the activities of the Branch are carried out within established regulations and policies.
5 Addresses technical and administrative problems arising out of the work of the Branch.

Administers and manages the site’s EHS Multimedia Pollution Prevention; Control and Abatement Programs and its elements to effectively minimize unreasonable risks to life, human health and the environment. Analyzes and supervises the analysis of the implementation of new technology transfers to the site to insure in coordination with other EHS functions, that all multimedia environmental regulatory issues are considered and resolved in compliance with all applicable rules and regulations. Revises and approves, as required, master log sheets, SOPs, MCCFs, CARs from the EHS perspective to assess if all relevant and appropriate administrative and engineering controls are addressed. Conducts and supervises accident/incident investigations to determine causes and trends and to develop measures to prevent recurrence. Inspects or tours the site to detect existing or potential EHS hazards and recommends corrective or preventive measures where indicated. Assists in EHS training, inspections and self assessments and communicates findings through the generation of summary reports and procedures to increase and promote EHS awareness and compliance.

• Investigates resident’s complaints relating to waste disposal and handling, and performs “windshield” inspections of business, public and private properties to ensure compliance with Title 19, chapter 56 and Title 29, Chapter 8 of the VIC and all related rules and regulations.

• Review all Environmental Enforcement Officers work orders, investigates reports and complies and prepares monthly summaries of activities.
• Prepares work schedules for approval by Division Director and/or Senior Compliance Officer.
• Provides oversight, leadership, guidance and assistance to Environmental Enforcement Officers and trainee while in the field
