Main responsibilities include:

v

Serves as chief advisor to the Government on matters relating to water and wastewater.

v

Ensures that goals and objectives of projects are accomplished within prescribed timeframe and funding parameters.

v

Oversees the review process for compliance with contract requirements, development standards and other regulations and standards accordingly.

v

Oversees regular maintenance and improvement programs for water and wastewater sewerage systems and equipment.

v

Exercises general supervision over professional, supervisory and technical staff. Confers with and advises the Deputy Director and division heads on problems relating to the activities and their divisions.

v

Serves as the Technical consultant on all matters for the Public Works Department.

v

Overseas the preparation of quarterly and annual reports on the department’s operations.

v

Oversees the preparation and management of the annual budget. Reviews and submits the department’s budget involving all capital expenditures, personnel, and operating costs. Administers the approved budget.

v

Investigates and recommends changes to policies and or legislation that would enhance the functioning of the department, including service delivery.

v

Overseas the preparation of the Department’s Annual Report.

v

Converses with subordinates on grievances, conflicts, and other personnel matters. In collaboration with the Ministry of Communications and Works approves the selection and termination of the employees within the Department.

v

Evaluates the work of division heads and support staff; identifies training needs; provides counselling as needed. Counsels employees on performance and adjusts assignments and training for developmental purposes.

v

In collaboration with the Department’s Human Resources Officer, revises job descriptions within the Department, and ensures that each post job functions are geared towards advancing the work of the Department.

v

Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality customer service.

Requirements:

v

Master’s Degree in Wastewater or Engineering/Public Administration/Business Management/ or any of the Social Science discipline

v

Ten (10) years in senior administrative positions in water or wastewater engineering firms or Public Utility.

v

Sound knowledge of contract types and procedure; contracting methods and techniques.

v

Sound analytical and decision making skills; and interpersonal skills

v

Excellent management skills to direct technical staff to achieve the Department’s mandate.

v

Excellent knowledge of Project and Budget Management.

v

Very strong oral and written communication skills.

Salary:

v

Entry level $66,800 – $74,600 annually, Grade 17 commensurate with qualifications and experience.

Appointment:

v

Subject to medical fitness; One-year probationary period

v

Permanent and pensionable establishment
