Communications Officer, Trinidad

The Communications Officer participates in the implementation of the corporate communications strategy, as well as in the design, management and implementation of the Country Office communications strategy geared towards influencing the development agenda and promote public and media outreach.

Expected Outcomes
Planning and design of internal and external strategies for communications and outreach focusing on achievement of the following results:
• Conduct of communications needs assessments for CO (projects, country programme and corporate change initiatives).
• Analysis of requirements and synthesis of proposals for elaboration of the CO communications and outreach strategy based on the corporate communications strategy.
• Development/production of communication and advocacy instruments and materials for awareness-raising campaigns, brochures, including briefing materials, press releases and media interviews in coordination with the relevant units.

Key Duties and Responsibilities
• Works with the technical teams to gather, validate and evaluate SEW product/market requirements through market and customer research and product research.
• Drives development and implementation of integrated marketing plan (PR, Direct Mail, Seminars & Events etc) supported by business case with the objective of strengthening the awareness of SEW.
• Develops and drive marketing plans that will enhance user adoption of the SEW.
• Co-ordinates & arranges seminars and trainings for various stakeholders.
• Gathers and analyses data related to users, user sign up rate, issues, etc related to the SEW to identify trends and takes necessary corrective action.
• Develops user specific tactical campaigns that are designed to support adoption and customer retention.
• Manages the marketing communication budget in a way to maximize the return on funds invested.
• Any other duties as and when assigned.

Description of duties:
Under the direct supervision of the Executive Director the incumbent assists in the planning, organization,operation and evaluation of CARPHA’s administrative services and is responsible for, but not necessarily limited to, the following assigned duties:

1. Plan, recommend and implement systems, norms and procedures for the administration of human, financial and material resources of the Agency as well as for the control and evaluation of such processes;
2. Collaborate with the Executive Director in the planning, organization, operation and evaluation of the administrative services, as well as in the analysis of the staffing needs of the office, particularly with respect to the competencies needed to execute the program of work;
3. Participate in the implementation and development of the Agency’s technical cooperation projects and activities by planning and controlling all financial and administrative services and support required.
4. Formulate general and specific budgetary estimates for regular and extra budgetary funded projects; plan, organize and monitor the application, control and accounting of approved budgetary allocations by programs;
5. Administer, control and disburse funds within the approved budgetary allocation in accordance with established regulations and procedures and within the authority delegated;
6. Administer personnel policies and apply regulations, rules and procedures concerning recruitment, appointment, benefits and other personnel matters including issues related to immunities and privileges as they apply to international staff, as well as local labour legislation as it applies to personnel hired under local conditions of employment and contractual service arrangements; coordinate with the local Legal Consultant for issues related to local contractual arangements;
