Under the direction of the Human Resource Manager, the Senior Human Resource Officer assists in the Institute’s recruitment, selection and orientation process and has direct responsibility for the internal administration of the Institute’s employee benefits programme.

Qualifications & Experience Required
o Bachelor’s Degree in Human Resource Management or Management Studies (with HR component) or equivalent qualification
o Five (5) years of progressively responsible experience working in a Human Resource Management Department (preferably in a public sector organization)

FUNCTIONAL
• Sound knowledge of Human Resource, principles practices, and procedures
• Sound knowledge of Human Resource Information Management (including HR Management systems and HR Records Management)
• Sound knowledge of the provisions of applicable legislation and regulations governing Human Resource Management, (including the Staff Orders for the Public Service, the Public Service Regulations and the Pensions Act, etc.)

Job Summary
Reporting to the Financial Secretary, the incumbent is responsible for providing advice, guidance and procedural interpretation to all stakeholders while representing the interests of the Government of Jamaica on human resource policies relating to terms and conditions of service for public sector employees, compensation, benefits administration, industrial & employee relations, employment and pension administration in the public sector.

Duties and Responsibilities:
• Oversees the formulation and implementation of policies and strategies geared towards the development of a rational, comprehensive and achievable compensation philosophy for the Jamaican Public Sector that satisfies the future Human Resource needs of the Public Sector.
• Oversees the development of rationalized pension legislation framework and expeditious pension administration system.
• Leads the development and implementation of policies and strategies that promotes, fosters and maintains harmonious industrial relations within the public sector and key stakeholders.
• Directs the formulation and the adoption of policies and innovative strategies that public sector employment costs are factored in fiscal parameters.
• Ensures the effective, efficient and provision of client services to internal and external customers of the division.
• Leads and manages the Division in the achievement of its strategic objectives.
