Senior Building Inspector, Montserrat

 

Responsibilities will include:
• Advance technical work with considerable Administrative responsibilities in the Regulation of Building practices, Inspections, Designs, monitoring of projects at design, implementation and finished stage.
• Monitoring Building Contractors to ensure safety to the Public and Equipment Property and to enforce standards.
• Researching and drafting proposed changes to Building code and Guidelines, Installations Building Act as necessary and to adopt relevant regulations and practices where appropriate.
• Managing the Building Inspectorate Division, advise on standards, supervise and instruct its extensions (Building Contractors, Petty Contractors, Self Builders Architects, Engineers and suppliers of Building Materials) as legally obligated to ensure the highest standards of Building Practices and safety in all Industrial Commercial and Domestic Development Projects in accordance with Building Codes and Guidelines, Policies and professional judgment and codes of practice.

• Advising on law reform and providing legal advice and opinions on matters concerning proposed legislation.
• Preparing and drafting statutes and other legislative enactments, Statutory Rules and Orders, Regulations, Proclamations and other documents of a general nature:
• Advising Government ministries, departments and statutory and other bodies on matters involving the construction, drafting and revision of legislation

• Assist with the development of individual Divisional (Forestry, Environmental Education, Climate Change, etc.) work programmes
• Working with the DE
• Assist with the preparation of technical reports
• Assist the DE plan and facilitate training programmes (workshops, seminars, technical and scientific skills) for staff, conservation volunteers, government agencies, non-governmental NGOs and the private sector
• Assist the DE with staff management and quality control.
• Serve as alternate chair on committees (policy, legislative, management, etc).
• Under the direction of the DE organise and convene stakeholder consultations on environmental matters (policies, projects, legislation, etc.)
• Assist the DE to coordinate the national environmental portfolio across the private, public and civil society sectors especially in matters related to coastal and marine, climate change and disaster management
• Service selected Multi-lateral Environmental Agreements (MEAs).
• Organise and conduct data collection and compliance monitoring for Environmental Impact Assessments (EIA).
• Conduct rapid post-disaster environmental assessments
• Under the direction of the DE, conduct surveys and long-term monitoring programmes as a basis for sound environmental management
• Liaise with agencies and NGOs involved with environment matters at the national, regional and international levels.
