Financial Controller, Haiti

The main purpose of this position is to oversee all financial operations for GOAL Haiti. GOAL’s ultimate aim is to build the capacity of national staff, minimising expatriate input where possible and promoting self-reliance in the communities in which it operates.

Key Duties:
1. Ensure timely submission of monthly reports to GOAL Dublin comprising the Sage data set, Donor Status Reports, supporting schedules and other reports as required.
2. Be familiar with and ensure that donor guidelines are followed at all times.
3. Ensure timely submission of donor reports, government reports and other reports to GOAL Dublin and/or the relevant authorities.

Administrative Assistant II, Haiti

The part time (20 hours a week) Administrative Assistant position provides administrative support for 3 staff and several programs and special projects of the US Operations Haiti Partnership Unit.

Key Responsibilities:
Direct Support
• Coordination of internal/external meetings, gatherings, seminars, including arranging meeting rooms, preparing agendas, scheduling travel, ordering supplies etc., arranging conference calls
taking minutes, disseminating minutes
• Enter contacts and events into the Contact Relationship Management system and pull reports
• Create Excel spreadsheets and tables
• Manage and update multiple contact lists
• Post important documents on the CRS Global HPU site.
• Prepare and process letters and other correspondence generated by staff
• Edit and collate internal/external reports and planning documents
• Edit power point presentations and prepare materials for workshops/trainings
• Process travel reimbursements and Check Requests
• Work on special projects as assigned
• Facilitate updates to the Haiti Partners and one table websites through the Web Unit
• Process all outgoing mail
• Travel Coordination to Haiti including processing of travel authorizations, travel advances, visas, passports, accommodations, inoculations, and staff locator information.

KEY RESPONSIBILITIES:

Leadership and Management
• Ensure that World Vision Haiti programmatic operations are aligned with the national strategy, also taking into account regional priorities, and that all staff is working to align towards the expected outcomes, outputs, outlined within the Strategy Implementation and Annual Business Plans.
• Develop new approaches to be able to respond appropriately to emerging strategic opportunities.
• Monitor KPIs of each Area Development Program, Grant, Special Project and Food-Livelihood project at an output level and ensure that work is being done to assure delivery of expected outcomes.
• Monitor KPIs of key operations staff with a focus on performance and deliverables
• Ensure open communication across all Operations units.

Programme Quality and Integration
• Support the practice of sound DME standards and LEAP compliance in projects through effective collaboration between Operations and the Programme Development and Quality Assurance department.
• Ensure effective models of integration between funding types, regional Operations and Sectoral Programmes are developed, understood and used for design, implementation, monitoring and evaluation.
• Ensure integration between projects is seen as a priority at all levels within the Operations departments, and that the synergy of integration is actively sought and planned for.

The Health Finance Advisor, based in Port-au-Prince, Haiti, will provide technical direction and guidance for delivery of innovative methods for financing healthcare in Haiti. The Health Financing Advisor will report to the program director and will be responsible for planning and executing programs to achieve universal health coverage in Haiti. The Advisor should have practical expertise in health financing methods including health insurance, resource mobilization, performance based financing and costing.

Qualifications:
• At least 10 years’ experience in health financing
• Experience in providing technical advisory support to government officials in areas of health financing
• Demonstrated thought leadership in health financing methods including health insurance, resource mobilization, performance based financing and costing
• Significant practical expertise in policy planning and implementation
• Demonstrated ability to work with senior country counterparts and representatives
• Experience working with bi-lateral, multi-lateral, and private sector clients preferred
• Excellent communication and writing ability
• Experience working in or with government ministries in developing countries, particularly the Ministries of Health and Finance; preference for specific experience with Haitian ministries
• Experience working in developing countries, especially post-conflict and/or post-disaster settings.

WAREHOUSING
