Duties and Responsibilities:
Under the direction of the Head, PPS and the OECS Head of Corporate Services, through the OECS Financial Controller, the Finance Manager shall be required to:
1. Maintain the established accounting policies and procedures at the OECS/PPS and ensure that all staff members are fully aware of such policies and that personnel adhere to those policies;
2. Implement the Secretariat’s policies and procedures governing administration, personnel, facilities and equipment;
3. Perform the duties of office manager for the PPS;
4. Maintain accounting systems relevant to the combined activities of OECS/PPS, ECCB and participating countries in the procurement of goods under the OECS/PPS contracts with suppliers;
5. Prepare OECS/PPS’ annual budgets and financial statements, and ensure accessibility of Internal and External Auditors to all records and files;
6. Prepare timely quarterly financial statements and all other necessary or requested reports and submit to the Head, PPS by the 15th of the following month for review;

Crew Administrator, Cruise Ship

• Oversees the crew sign-on and sign-off process, as directed by the Human Resources Manager, reviewing immigration documentation such as passports, visas, Alien Resident Cards (ARC), Letters of Re-Employment, etc. to determine validity of documents. Refers unusual documentation to the HR Manager.
• Ensures the efficient clearance of Crewmembers signing on and off through Customs and Immigration by diplomatically encouraging a productive relationship with the relevant officials.
• Supervises the Crew Relations Specialist in the sign-on and sign-off processes, and ensures Crewmembers receive all documentation prior to sign off, including airline tickets, medicals and training records.
• Coordinates with the shore-side support group the repatriation process for shipboard employees
• Supervises the 90-Day US CBP Inspection of all Crew, with the assistance of the HR Manager, T&D Manager, Crew Relations Specialist, Crew Payroll Manager and 2nd Purser Payroll.
• Ensure accuracy of employee records
• Works on a rotational basis with the Crew Relations Specialist in the Crew Office performing a variety of related duties.
• Works with Financial Controller staff in the Crew office in a cooperative, productive and effective manner. Including but not limited to assistance with Payroll Stuffing.
• As part of the HR Division fully supports Crew Activities and events that help increase Crew morale and optimize positive Crew comments of the overall Crew Relations operation.
• Shipboard employees will be required to perform any other job-related duties assigned by their supervisor or management.

FUNCTIONS OF THE POST
This position is responsible for providing administrative and research assistance support to allow the CARICOM Secretariat to fulfill it roles and obligations under the EUCARINET Project and to ensure that maximum impact is achieved. Also to provide support for the Energy Programme and any other thematic area(s) which might be addressed in the EUCARINET Project, by establishing an active network of research institutions and persons involved in research and capacity building to support science and technology development in the Caribbean.

QUALIFICATIONS AND EXPERIENCE
Candidates should possess at least an Associate Degree in Management or Administration or a related discipline, plus three (3) years relevant experience, including experience in research.

Candidates should also possess the following knowledge and skills:

(i) Computer proficiency in Microsoft Suite (Word, Excel, PowerPoint);
(ii) Strong oral and written communication skills;
(iii) Strong human relations skills and the ability to work harmoniously as a member of a team; and
(iv) Strong research and analytical skills, with experience in using an analytical software package.

N.B. Certification in Pure or Applied Science would be an asset along with some experience working in an organization focused on Scientific Research. In addition, a working knowledge of a foreign language (preferably Spanish or French) would also be an asset.

FUNCTIONS OF THE POST

Responsible for providing support to the Programme Manager, Procurement Unit, in the discharge of the procurement function in relation to the Ninth European Development Fund (9th EDF) Project activities.

QUALIFICATIONS AND EXPERIENCE

Candidates should possess at least a Degree in Engineering, Finance, Accounting, Business Administration, Law or in other related social sciences fields plus 5 years progressive experience (2 of which must be post-qualification) in Procurement or Project Management, ideally with an IDB, World Bank or EU funded project. Computer proficiency is essential.

DUTIES AND RESPONSIBILITIES

Under the direction of the Programme Manager, Procurement Unit, the Procurement Specialist will be required to:

(a) INTERACT with stakeholders and provide support in the preparation of Annual Procurement Plans for the 9th EDF and other assigned projects;

(b) COORDINATE AND SUPPORT the execution of the procurement plans for the 9th EDF and other assigned projects funded by the EC, in accordance with the Secretariat’s and the EC approved procurement guidelines and procedures;

(c) PROVIDE assistance to staff in matters regarding procurement generally in the application of the relevant procurement guidelines and procedures;

(d) ENSURE timely publication of procurement notices when required;

(e) INTERACT with Technical Officers and other staff members to assist in the preparation of Terms of References and Technical Specifications;

(f) INITIATE AND COORDINATE the procurement process for any procurement method, and provide support in the development of shortlists of consultants, suppliers and contractors where necessary;

(g) COORDINATE tender opening and tender evaluation processes;

(h) DISPATCH “No Objection” requests to the EC;

(i) MONITOR and ENSURE timely responses to procurement questions and clarifications raised by donors;

(j) CONDUCT pre-tender meetings and site visits when required;

(k) ARRANGE the negotiation process for consultants, where necessary;

(l) PROVIDE support in the preparation of the final contracts, and ensure timely distribution of all relevant procurement and contract documents to all stakeholders;

(m) SUPERVISE assigned procurement staff;

(n) ESTABLISH AND MAINTAIN Vendors and Consultants Database;

(o) MONITOR electronic procurement log;

(p) ENSURE proper record keeping and filing of all procurement records;

(q) PERFORM any other related duties that may be assigned from time to time by the Programme Manager.
