KEY RESPONSIBILITIES:

Leadership and Management
• Ensure that World Vision Haiti programmatic operations are aligned with the national strategy, also taking into account regional priorities, and that all staff is working to align towards the expected outcomes, outputs, outlined within the Strategy Implementation and Annual Business Plans.
• Develop new approaches to be able to respond appropriately to emerging strategic opportunities.
• Monitor KPIs of each Area Development Program, Grant, Special Project and Food-Livelihood project at an output level and ensure that work is being done to assure delivery of expected outcomes.
• Monitor KPIs of key operations staff with a focus on performance and deliverables
• Ensure open communication across all Operations units.

Programme Quality and Integration
• Support the practice of sound DME standards and LEAP compliance in projects through effective collaboration between Operations and the Programme Development and Quality Assurance department.
• Ensure effective models of integration between funding types, regional Operations and Sectoral Programmes are developed, understood and used for design, implementation, monitoring and evaluation.
• Ensure integration between projects is seen as a priority at all levels within the Operations departments, and that the synergy of integration is actively sought and planned for.

Health Financing Advisor, Haiti

The Health Finance Advisor, based in Port-au-Prince, Haiti, will provide technical direction and guidance for delivery of innovative methods for financing healthcare in Haiti. The Health Financing Advisor will report to the program director and will be responsible for planning and executing programs to achieve universal health coverage in Haiti. The Advisor should have practical expertise in health financing methods including health insurance, resource mobilization, performance based financing and costing.

Qualifications:
• At least 10 years’ experience in health financing
• Experience in providing technical advisory support to government officials in areas of health financing
• Demonstrated thought leadership in health financing methods including health insurance, resource mobilization, performance based financing and costing
• Significant practical expertise in policy planning and implementation
• Demonstrated ability to work with senior country counterparts and representatives
• Experience working with bi-lateral, multi-lateral, and private sector clients preferred
• Excellent communication and writing ability
• Experience working in or with government ministries in developing countries, particularly the Ministries of Health and Finance; preference for specific experience with Haitian ministries
• Experience working in developing countries, especially post-conflict and/or post-disaster settings.

Program Director, Haiti

Responsibilities include:
• Responsible for the day-to-day management of the ECAP program
• Develop scopes of work for Resident Advisors with national and local governmental bodies and non-governmental organizations
• Liaise with representatives of these organizations and other ECAP stakeholders to maintain good and fluid communications regarding ECAP
• Coach and monitor the performance of ECAP Resident Advisors to ensure meeting program goals
• Ensure logistical and programmatic support for Resident Advisors so that they can complete their assignments
• Ensure the safety and well-being of ECAP Resident Advisors including maintaining a security protocol and emergency procedures
• Operate four guesthouses to house Resident Advisors
• Monitor budget expenditures and provide cash-flow projections to DIG headquarters
• Draft and edit programmatic reports and deliverables

Requirements:
• Masters degree
• Fluent in English and working knowledge of French and/or Haitian Creole
• 5+ years experience in program management
• Knowledge of the housing sector, including reconstruction and settlement/resettlement
• Experience working in a post-disaster/post-conflict environment
• Previous working experience in Haiti preferred
